Kyoto Protocol
Linked to the United Nations Framework Convention on Climate Change, the Kyoto Protocol aims to mitigate the effects of global warming. It sets binding targets for 39 industrialised countries and the EU to reduce emissions of significant greenhouse gases such as CFCs, HCFCs and HFCs (expressed as tonnes of CO2). The objective is to cut these emissions by 5.2% relative to the 1990 benchmark. This became a global treaty when Russia adopted it in 2005.
Regulation (EC) No 842/2006 on Certain Fluorinated Greenhouse Gases (the F-Gas Regulation)
This legislation was the European response to the Kyoto Protocol, outlining a number of areas offering scope for greater efficiency in the fight against GHG emissions. The regulations defined controls for record-keeping, leakage inspection and minimum competence levels for engineers. These were published in the Official Journal and took effect on 4 July 2006 with controls introduced in 2007 and 2008.
